Brown states in British Historical Medals, Volume 1
John Howard, a philanthropist (possibly born in 1726) who obtained Acts for the abolition of gaoler's fees and for sanitary improvements in prisons in 1774. He made three inspections of British prisons in addition to those in Spain and Portugal. He died of camp fever whilst with the Russian army at Kherson.
